Developing and Prioritizing of Organizational Strategies Using SWOT, VIKOR and ANP Techniques (Case Study: Qom Railway Administration)

This research has been conducted in Qom Railway Administration. At first, the most influential internal and external elements were detected with the help of the techniques of strategy formulation. Then having used the Strengths, Weaknesses, Opportunities and Threats (SWOT) matrix, we formulated the primary organizational strategies. The SWOT matrix is one of the most important tools for formulating strategies. This research uses the analytic network process (ANP), which allows the quantitative analysis of SWOT and measurement of the dependency among the factors. Dependency among the SWOT factors is observed to affect strategies and sub-factor weights, as well as to change the strategy priorities. The research outcome is the formulation and detection of the priorities of organizational strategies using ANP, VIKOR and SWOT techniques.
